The Tennessee Department of Transportation (TDOT) is currently constructing or proposing to construct improvements to State Route 28 (US 127) in Cumberland and Fentress counties. The projects are being developed to provide local and regional access connecting people and places, improve roadway conditions, and enhance regional and local economic development opportunities. These projects support Governor Lee’s Executive Order 1 to address challenges and provide growth opportunities for rural and economically distressed communities in Tennessee.

Due to the size of improvements to the SR 28 corridor, TDOT has split this project into seven segments. Two segments, those from near Lowe Road to near Little Road spanning the Cumberland-Fentress county line and from north of I-40 to near Potato Farm Road, are under construction. Two additional segments, from near Hollow Lane to near Lowe Road and from near Potato Farm Road to near Hollow Lane, are identified for funding in TDOT's 10-Year Project Plan, with construction on those segments scheduled to begin in Fiscal Years 2025 and 2026, respectively.

History and Background

The two segments under development, from Potato Farm Road to Hollow Lane, and from Hollow Lane to Lowe Road, are both designed as a “Super Two-Lane” alignment, which includes one 12-foot travel lane in each direction and 10-foot outside shoulders. A Super Two-Lane design provides operational and capacity benefits compared to a traditional two-lane roadway, especially for freight traffic, while remaining more cost-efficient than a wider alignment.

Both segments are designed as one half of a future multilane facility, with TDOT acquiring right-of-way for a future full buildout along the project corridor.
