Mintha Roach

Mintha Roach is President and CEO of Knoxville Utilities Board. She serves on the Boards of Home Federal Bank; East Tennessee Economic Development Agency; Innovation Valley, Inc.; UTK College of Business Administration, Advisory Council to the Dean; UT Foundation; Volunteer Ministry Center; the Knoxville Zoo, and United Way of Greater Knoxville (serving as Chair of the Greater Knoxville 2008 campaign and currently serving as Chair of Women of Tocqueville). She has served on other Boards including serving as Chair of the Board of Leadership Knoxville and is a member of the Executive Women's Association and the Tennessee Women's Forum.

In 2009, the YWCA, at its Tribute to Women, named her a Lifetime Achievement Honoree for having broken barriers by being a "first" in East Tennessee that opened doors for other women to follow. In 2012, she was the presented with the University of Tennessee's College of Business Administration's Distinguished Alumni Award. Mintha earned her B.S. in business administration at the University of Tennessee-Knoxville.

Chief Justice Gary Wade

The Honorable Gary R. Wade is the Chief Justice of the Tennessee Supreme Court. He was an Associate Justice on the Court from 2006 to September 1, 2012, when he was sworn in as Chief Justice. Before being elevated to the Supreme Court, he was on the Tennessee Court of Criminal Appeals from 1987 to 2006, serving as Presiding Judge of that court from 1998 to 2006.

Prior to his appointment to the bench, Chief Justice Wade was in private practice for fourteen years in his hometown of Sevierville. He also served as Mayor of Sevierville from 1977 to 1987. Chief Justice Wade is the Co-Founder, Board Chair, and Chairman Emeritus of the Friends of the Great Smoky Mountains National Park.

Chief Justice Wade obtained his B.S. and J.D. degrees from the University of Tennessee-Knoxville. He and his wife, Sandra, have three children and four grandchildren.

Bill Purcell

Bill Purcell has spent more than 30 years in law, public service, and higher education. During his eight-year tenure as Mayor of the Metropolitan Government of Nashville and Davidson County, Tennessee (1999-2007) the city saw unprecedented economic expansion, an increase in Metro school funding of more than 50 percent, and the development and preservation of more than 26,000 affordable housing units. He was elected to his second term as mayor by a record-setting 84.8 percent of the vote. Purcell's accomplishments as a civic leader earned him "Public Official of the Year" honors in 2006 by Governing Magazine. During his tenure Nashville was ranked as the number one city for corporate headquarters and twice ranked as the hottest city in America for expansion and relocation of business.

Following his service as mayor, Purcell was a Harvard University Institute of Politics Fellow in 2007. He then served as Founding and Interim Dean of the College of Public Service and Urban Affairs at Tennessee State University before returning to the Institute of Politics as Director (2008 – 2010), and a Lecturer in Public Policy at the Harvard Kennedy School. In December 2009, Purcell was appointed by Harvard University President Drew Faust as co-chair of the Work Team for Allston and served as Special Advisor on Allston. In these roles, he recommended strategies for achieving a cohesive academic and learning campus environment situated in the Allston neighborhood of Boston adjacent to Cambridge. A decade earlier he was founder and director of the Child and Family Policy Center at Vanderbilt University (1996-99), a nationally-recognized center building a bridge between academic research, politics, and best practices to benefit children and their families.

Purcell was elected to five terms in the Tennessee House of Representatives (1986-96), serving as Majority Leader (1990-96). During his decade in the General Assembly he sponsored and passed legislation undertaking major reforms in Tennessee's schools, courtrooms, industrial plants and boardrooms, criminal and juvenile justice, hospitals, and voting booths. He served as Chair of the House Rules Committee, Committee on Open Records, and the Select Joint Committee on Children and Youth, and as a member of the Judiciary, General Welfare, Finance Ways and Means, and Ethics Committees. During his service Tennessee was twice ranked the best managed state in America.

Having represented clients in all of the trial courts of Nashville as well as the federal and state appellate courts, Purcell has been an active participant in the work of the bar. He served as a member of the Commission on the Future of the Tennessee Judicial System, the Tennessee IOLTA Grant Review Committee, and the Board of the Nashville Bar Association, and is a Fellow of both the Tennessee and Nashville Bar Foundations. He has been honored by the Nashville Bar Association with the John C. Tune award for outstanding contributions to his community and faithful service as a member of the bar (2006). He earned his bachelor's degree at Hamilton College and his law degree at Vanderbilt University School of Law, where he was honored as the 2004 Distinguished Alumnus.

Mark Emkes

Mark Emkes was born in Urbana, Ill., on Feb. 16, 1953. At the age of two, he moved with his family to Seymour, Ind., where he continues to hold strong ties to the community.

He graduated from Indiana's DePauw University in 1975 with a B.A. in economics. In 1976, he earned his MBA degree in International Management from the Thunderbird School of Global Management, located in Glendale, Ariz.

During that same year, Emkes began his career at the Firestone Tire and Rubber Company as an International Trainee. Following his first job changing tires at a Firestone store near Houston, Texas, he was promoted to store manager in 1977.

From 1979 to 2000, Emkes' career at Firestone took him overseas. He held various management positions in the United Arab Emirates, Spain, Brazil, and Mexico. From Field Export Representative in Dubai, United Arab Emirates, to President and Managing Director at Bridgestone Firestone Brazil in Sao Paulo, Emkes successfully conquered new challenges as he took on positions of increasing responsibility.

In 2000, he returned to the United States and was named President of Bridgestone Firestone Latin America.

In September 2002, he became Chairman, CEO, and President of Bridgestone Firestone North American Tire, LLC. He served concurrently as a member of the Board of Directors of Bridgestone Americas Holding, Inc., parent company of Bridgestone Firestone North American Tire.

On April 1, 2004, Emkes was promoted to Chairman and CEO of Bridgestone Americas Holding, Inc. and was elected as a member of the Board of Directors of the Tokyo-based Bridgestone Corporation. His direct responsibilities included the development, manufacture, distribution, and sales of products throughout North, Central, and South America. During his six years as CEO, Bridgestone Americas' 50,000 teammates helped the company achieve annual sales of $12 billion.

Shortly after retiring from Bridgestone in February of 2010, Governor Haslam asked Emkes to serve as Commissioner of Finance and Administration for the State of Tennessee. Emkes served in that capacity until his retirement from State Government on May 31, 2013. Emkes is currently "Living the Dream," and his new business card indicates that he is the "CEO of Kindness."

Emkes has served as President of the Middle Tennessee Council of the Boy Scouts of America, on the Board of Directors of the Community Foundation of Middle Tennessee, and on the Advisory Board of Habitat for Humanity, Nashville Chapter. He was Chairman of Nashville's 2010 Heart Walk and is a member of CEOs Against Cancer, Tennessee Chapter. Emkes also serves on three publicly traded boards: Greif, Inc., First Horizon National Corporation, and Clarcor, Inc.

Emkes was the 2011 recipient of the Jennings A. Jones Champion of Free Enterprise Award and in October of 2012 was inducted into the Nashville Business Hall of Fame.

Alberto Gonzales

Alberto R. Gonzales served as the 80th Attorney General of the United States from 2005-2007. President George W. Bush appointed Judge Gonzales to lead the Department of Justice, stating that "Al has been a model of courage and character to his fellow citizens. I've witnessed his integrity, his decency, his deep dedication to the cause of justice. Now he will advance that cause as the Attorney General and ensure that more Americans have the opportunity to achieve their dreams."

Before entering public service, Judge Gonzales practiced business law for 13 years at the Houston law firm of Vinson & Elkins. In 1995, he resigned his law partnership to serve as General Counsel to the Governor of Texas. After three years, the Governor appointed Judge Gonzales as Texas Secretary of State. He was appointed to the Texas Supreme Court in 1999 and elected by the citizens of Texas to serve a full six-year term in the November 2000 general election. He served in the White House as Counsel to the President from 2001-2005.

Judge Gonzales is an Air Force veteran, and attended the U.S. Air Force Academy. He is a graduate of Rice University and Harvard Law School. Presently he holds the Doyle Rogers Distinguished Chair of Law at Belmont University and he is Counsel at the Nashville law firm of Waller.

Bryan Jordan

Bryan Jordan is Chairman, President, and CEO of First Horizon National Corporation, a $26 billion-asset, 4,300-employee financial services company whose core businesses are First Tennessee Bank and FTN Financial.

Jordan, who was previously First Horizon's CFO, has 24 years of financial services industry experience. Before joining First Horizon, he was CFO at Regions Financial Corporation. His experience also includes positions at Wachovia (formerly First Union Corporation) and KPMG. In 2012, Jordan was reappointed to the Federal Advisory Council of the Federal Reserve.

He serves on the Boards of Baptist Memorial Health Care Corporation, the Financial Services Roundtable, is a member of the Tennessee CEOs Against Cancer Chapter of the American Cancer Society, and is the Chairman of Youth Villages.

Jordan holds a B.A. degree in finance and accounting from Catawba College, where he serves on the Board of Trustees. He and his wife, Kim, have three children.

Gary Shorb

Since 2001, Gary Shorb has served as President and CEO of Methodist Le Bonheur Healthcare. Gary joined MLH in 1990 as Executive Vice President. Before his tenure with Methodist, he served as President of the Regional Medical Center in Memphis for four years. His community service is extensive, serving on the boards of Memphis Tomorrow, the National Civil Rights Museum, the Memphis Regional Chamber of Commerce – where he served as 2005 Board Chairman – the Memphis Bioworks Foundation, the University of Memphis Board of Visitors, current Chairman of the Overton Park Conservancy and on Executive Committee of Tennessee Business Roundtable. He is also on the board of publicly traded Board of Mid-America Apartment Communities (MAA).

As a current board member and former chairman of Memphis Tomorrow, Shorb is the current chairman for an initiative called Memphis Fast Forward, advocating the commonsense premise that economic growth and prosperity of life will follow once Memphis-Shelby County successfully addresses the basics – good jobs, quality education, safe streets, and efficient government.

In 2004, he received the Corporate Leadership Award from Volunteer Memphis' Corporate Volunteer Council, and in 2005, received the Alexis de Tocqueville leadership award from United Way of the Mid-South. In 2000, he received both the Leadership Memphis Kate Gooch Award for Community Service and the Memphis Business Journal's Healthcare Heroes Award for Administrative Excellence. In the 1980s and 1990s, a number of honors were bestowed on Shorb including United Methodist Administrator of the Year, Modern Healthcare Up and Comers Award, Outstanding Young Alumni from the University of Memphis, the L.M. Graves Memorial Health Award, MidSouth Minority Business Council CEO of Year in 2010 and Open Door Award in 2012.

Over the span of his career, he has served the Memphis & Shelby County Crime Commission, Lambuth University, Partners in Public Education, Lifeblood Foundation, Tennessee Hospital Association, United Way of the Mid-South, Memphis Urban League, American Hospital Association, and the Dean's Advisory Council of the Fogelman College of Business and Economics at the University of Memphis. Prior to his health care career, Gary was a project engineer with Exxon and a lieutenant commander in the U.S. Navy. Ten years in the military gave him a solid foundation for developing his ability to function in a complex organization where political skill and a high level of responsibility are required. After a brief stint as an engineer for Exxon Corporation, Shorb found his true calling in the hospital management arena. Starting out in an engineering role at The Regional Medical Center at Memphis (The MED), he quickly rose up the ranks, and in 1986 he was name CEO.

He received a B.S. in civil engineering from Clemson University and a Master of Business Administration from Memphis State University (now the University of Memphis). Gary is married and has two grown children and two grandchildren.

Mark Cate

Tennessee Governor Bill Haslam named Mark Cate his Chief of Staff in July 2012. Previously he served in the Governor's cabinet as Special Assistant and Policy Advisor. Prior to that, Cate served as Campaign Manager for the Bill Haslam for Governor Campaign from June 2009 to the Governor's election in November 2010.

Before joining the campaign, Cate worked for Knoxville real estate development firm Lawler-Wood as a vice president, with oversight of the company's facilities/property management division, managing various development projects, and guiding the firm's marketing and business development efforts. He previously served for 16 years in executive management in higher education at Maryville College and during his tenure served as chief development officer, chief marketing officer, chief planning officer and chief financial officer (CFO).

He received his B.S. from Carson-Newman College and his M.S. from the University of Tennessee; he also attended Harvard University's Institute for Educational Management. Mr. Cate has always been actively involved in his community and before his appointment to the Governor's office he served on a variety of business and civic boards. He currently serves on the boards of the Tennessee Housing Development Agency, Tennessee Student Assistance Corporation, and the Governor's Books from Birth Foundation.

Mark and his wife Cathy live in Brentwood, TN and have two daughters, Bailey (14) and Abbie (11). Cathy is the former director of Leadership Blount and currently serves as the Executive Director of Leadership Tennessee, an initiative of the Nelson and Sue Andrews Institute for Civic Leadership at Lipscomb University.

Larry Martin

Larry Martin joined the Governor's office in May 2012 to work with DOHR for the implementation of the Tennessee Excellence and Accountability Management (TEAM) Act, which included a comprehensive review of compensation and benefits throughout state government.

Martin has worked on other projects as directed by the Governor. As of June 2013, Martin will also serve the role as Interim Commissioner for Finance and Administration. From September 2006 to December 2011, Martin served as deputy to the mayor of Knoxville for both Bill Haslam and Daniel Brown. He was responsible for Finance, Public Works, Community Development, Information Systems, Purchasing and Risk Management for the City of Knoxville.

Prior to joining city government, Martin was an executive of First Horizon/First Tennessee Bank. He joined the company in 1969 and served in various capacities. He moved to Knoxville in 1987 when he was named President of First Tennessee Bank Knoxville. When he retired, he was serving as Chief Operating Officer for First Tennessee Financial Services.

A native of Jackson, Tenn., Martin received his B.S. from the University of Tennessee's College of Business. He and his wife, Jane, have two adult daughters, Hope and Meg.

Bill Hagerty

William (Bill) F. Hagerty, IV was sworn in as commissioner of the Tennessee Department of Economic and Community Development by Gov. Bill Haslam on January 15, 2011. As head of the state agency primarily responsible for job creation in Tennessee, Bill is on leave from Hagerty Peterson, LLC, a merchant bank and private equity firm he founded.

Bill has founded, funded and grown a number of successful business enterprises. As an executive, he has served as CFO, COO, CEO and chairman of a variety of domestic and international firms. Bill has served in a number of senior executive positions with companies such as CyMed, the nation's third largest medical records company, NEW Customer Services Company, the nation's largest electronics warranty company, Sound Advice, a home entertainment retailer and Powerway, Inc, an automotive supply chain management software company. His international experience includes having served as CEO of ALAM, Ltd, a joint venture private equity investment platform majority owned by Lehman Brothers, which he helped establish with offices in Hong Kong and Beijing, China.

He also worked for the Boston Consulting Group for seven years and spent three years based in Tokyo, Japan, where he served as senior expatriate with responsibilities throughout Asia. In 2007 and 2008, Bill served on a voluntary basis as a National Finance Chairman for the Romney for President Campaign and later served on the transition planning team in the 2008 general election for John McCain's presidential campaign. He also served on the White House Domestic Policy team as a member of the President's Council on Competitiveness where his portfolio included international trade, financial markets, telecommunications and defense. Bill was a White House Fellow, serving on the staffs of the NASA administrator and the vice president.

Bill attended Vanderbilt University where he graduated Phi Beta Kappa with a degree in economics. He also attended Vanderbilt University Law School where he was a Wilson Scholar and associate editor of the Law Review. Bill resides in Nashville, Tenn.

Rebecca Hunter

Rebecca Hunter serves as a member of Governor Bill Haslam's cabinet as Commissioner of the Tennessee Department of Human Resources. Prior to this appointment, she spent six years as the Director of Human Resources for Hamilton County Government in Chattanooga, Tennessee, and held management positions in governmental finance for over 25 years.

Rebecca is a Certified Public Accountant and is certified as a Senior Professional in Human Resources. She is currently Chairman of the Board for HealthCare 21 Business Coalition and a Commissioner for the Hixson Utility District. Rebecca serves on the Board of the Tennessee Chapter of the International Public Management Association for Human Resources and on the Executive Committee of the National Association of State Personnel Executives. She has also served as Chairman of the Audit Supervisory Committee for the TN Valley Federal Credit Union, on the University of Tennessee at Chattanooga's HR Advisory Board and the National Association of Counties Deferred Compensation Advisory Committee. In 2012, Rebecca was appointed by Governor Bill Haslam to the Utility Management Review Board.

As Commissioner of the Department of Human Resources, Rebecca serves as Chair of the Sick Leave Bank Board of Trustees and the Employee Suggestion Award Program Board. Along with Governor Haslam, she serves as the Co-Chair of the Tennessee Employee Charitable Campaign. Rebecca is a member of the following state boards and committees: Tennessee Consolidated Retirement System Board and Audit Committee, State Insurance Committee, Council on Pensions and Insurance, Board of Claims, and the LEAD Tennessee Executive Leadership Council.

Rebecca strongly believes that continuous improvement, life-long learning and performance excellence are keys to success both personally and professionally, and she demonstrates her commitment to collaboration and teamwork in her daily management style.

Herbert Slatery

As Counsel to the Governor, Herbert Slatery is responsible for coordinating the legal affairs of the Executive Branch for the Governor and advising the Governor on legal and other matters on a day-to-day basis. He assists in the development, drafting and implementation of legislation, and oversees the Governor’s relations with the Judiciary, the Attorney General and Reporter, and the District Attorneys General. He also assists the Governor in judiciary appointments and reviews requests for executive clemency.

Prior to his appointment, Slatery was in private practice in Knoxville with Egerton, McAfee, Armistead & Davis, P.C. for 30 years, for whom he served as President from 1998 -2007, and Chairman of the firm from 2008 through January, 2011. He practiced in the areas of finance (both private and local government), corporate governance, capital formation, real estate, and acquisitions and sales of businesses. For different periods of time he served as Chairman, Director and General Counsel of the Public Building Authority of the County of Knox and the City of Knoxville, Tennessee over a 13-year period. Slatery was the Treasurer for Governor Haslam’s campaign. A Knoxville native, Slatery earned his B.A. from the University of Virginia and J.D. from the University of Tennessee.
