Equine Interstate Movement Permit (Passport)

Free Running Horse The Equine Interstate Movement Permit allows horse owners to obtain a permit equivalent to a health certificate, but valid for six months. The 'passports' are only valid in particpating states: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Virginia and West Virginia.

Tennessee horse owners may submit an application to their veterinarian along with a copy of an original health certificate and a current Equine Infectious Anemia test result. Horse owners are responsible for keeping a record of events in which the horse participates.

State Exceptions:

  • Owner/transporter must carry a functional microchip scanner for horses utilizing microchips as the identification method when entering Florida, Kentucky, Georgia, North Carolina, Oklahoma and Virginia.
  • Digital photographs are not an acceptable form of identification for entry into Louisiana.
  • A VS Form 10-11 or other equivalent document with negative test results within the previous seven months is required for travel to Arkansas or Oklahoma.
