Tennessee State Funding Board

The Tennessee State Funding Board, created by Tenn. Code Ann. Sections 9-9-101 et seq., issues all state general obligation debt pursuant to authorization by the General Assembly without concurrence or approval by any other governmental agency or by the voters.  The Board membership by position and current members are as follows:

  • Governor (Chair): Phil Bredesen
  • Comptroller of the Treasury (Secretary): Justin P. Wilson
  • Secretary of State: Tre Hargett
  • State Treasurer: David H. Lillard, Jr.
  • Commissioner of Finance and Administration: Dave Goetz

The Division of Bond Finance serves as staff to the Board.  Mary-Margaret Collier serves as Assistant Secretary.

The General Obligation Bonds of the State are currently rated as follows:
Fitch : AA+      Moody’s : Aa1             Standard & Poor's: AA+

The Commercial Paper of the State is currently rated as follows:
Moody's: P-1   Standard & Poor's: A-1+
