Director of Legislation
Russell Marty became the Director of Legislation for the Department of Children’s Services in August 2016. Prior to joining DCS, he spent three years as a legislative liaison for the Office of Governor Bill Haslam.
In that capacity, in the Governor’s Legislative Office, Mr. Marty worked on a wide variety of the Governor’s legislative initiatives, with a primary focus in criminal and civil justice issues. He was heavily involved in developing policy for, and passing into law, the Public Safety Act of 2016. Before joining the Governor’s Legislative Office, he was a legislative liaison for the Department of Finance and Administration.
Mr. Marty graduated magna cum laude from the University of Tennessee at Knoxville with bachelor’s degrees in English and political science. He received his J.D. from the University of Memphis and is a licensed attorney in Tennessee.
A native of Chattanooga, Mr. Marty’s community involvement includes being a TNAchieves mentor to high school students navigating the college entrance process.
