BYLAWS, TENNESSEE GOVERNMENT EXECUTIVE INSTITUTE (TGEI) ALUMNI NETWORK

ARTICLE I

NAME

The name of this organization shall be the Tennessee Government Executive Institute (TGEI) Alumni Network. Election as an officer and Committee member require a commitment and willingness to serve to promote and communicate with the network. This requires, at a minimum, presence at monthly meetings.

ARTICLE II

OBJECTIVES

The objectives of this organization shall be to:

  1. Provide a forum for the exchange of ideas among Tennessee Government Executives.
  2. Promote interest in and support of TGEI.
  3. Encourage networking and effective partnerships within State government.
  4. Edify and demonstrate effective communication in government.
  5. Nurture and sustain affiliation and camaraderie between classes of TGEI through the sponsorship of the alumni network.
  6. Serve as an educational resource to provide a clear understanding of Tennessee State government and its operation.
  7. Create opportunities for learning and continuous improvement in government operation.
  8. Teach and enrich professionalism in Tennessee State government.
  9. Instruct and foster appreciation for innovative management philosophies and effective techniques of supervision.
  10. Coordinate the TGEI curriculum and educational activities with the Department of Human Resources and all other relevant state agencies.
 

ARTICLE III

MEMBERS

Section 1. The membership of the TGEI Alumni Network shall be open to all former TGEI participants, i.e., those who have completed the TGEI course sponsored by the Tennessee Department of Human Resources.

Section 2. No dues are required to be a member of the Network.

ARTICLE IV

OFFICERS

Section 1. The officers of the Network shall be a Chairperson, a Vice Chair, and Past Chair. These officers shall perform the duties prescribed by these bylaws.

Section 2. The Vice Chair shall be elected at the annual meeting of the Alumni Network. All members of the Network are eligible for this office.

Section 3. The Vice Chair shall assume the duties of the Chairperson following the one-year term as ViceChair. In the event this is not possible, selection shall come from the alumni network.

Section 4. No member shall hold more than one office at a time, and no member shall be eligible to serve more than two consecutive terms in the same office.

ARTICLE V

DUTIES OF OFFICERS

Section 1. The Chairperson shall be the principal officer of the Alumni Network. The Chairperson shall:

  1. preside at meetings of the Alumni Network;
  2. preside at meetings of the Steering Committee;
  3. appoint members of Standing and Special Committees;
  4. perform other duties appropriate to the office.
  5. provide minutes from each Steering Committee meeting and distribute to all
  6. maintain an active listing of all Network members;
  7. send notices of meetings to Steering Committee members and the Network.

Section 2. The Vice Chair shall:

  1. perform the duties of the Chairperson in the absence of the Chairperson;
  2. serve as Chair of any program planning related committees;
  3. serve in such capacities as may be assigned by the Chairperson.
  4. submit information to the Department of Human Resources for distribution or posting on the TGEI web site.
  5. periodically monitor the TGEI web site for accuracy and relevancy.
 

ARTICLE VI

MEETINGS

Section 1. Regular meetings of the TGEI Alumni Network shall be called by the Chairperson. The annual meeting shall take place during the period of September I through December 30.

Section 2. Special meetings may be called by the Chairperson or by the Steering Committee and shall be called upon the written request of ten members of the Network. Except in cases of emergency, at least three days’ notice shall be given.

ARTICLE VII

THE STEERING COMMITTEE

Section 1. The officers of the Network, ten elected members from the Network, an ex-officio member from the Department of Human Resources appointed by the Commissioner of Human Resources. and an ex-officio member from the TGEI Contractor appointed by the Commissioner of Human Resources shall constitute the Steering Committee.

Section 2. The ten elected members from the Network shall be distributed as follows:

  1. three members elected from the most current TGEI class;
  2. three members from one year prior to the most current class;
  3. two members elected from the membership at large from other than the classes specified above. These members elected in the even years for a two year term.
  4. two members elected from the membership at large from other than the classes specified above. These members elected in the odd years for a two year term.

Section 3. Members from the most current class shall be elected on the final day of the three week TGEI curriculum. Members from the prior class shall serve an additional one year term whereupon their term shall cease. The Past Chair shall serve an additional one year term immediately after having served as the Chair. The Vice Chair and Members at large shall be elected by mail ballot just prior to the annual meeting. The Chairperson shall appoint a nominations/election committee who shall solicit candidates and establish the election ballot. Ballots shall be counted by the Steering Committee.

Section 4. Vacancies on the Steering Committee are to be filled by appointment of the Chair with the approval of a majority of Committee Members. An appointed Committee Member shall serve out the term of the member he/she has replaced. If the vacancy involves the representative of the most current class or the class one year prior to the most current, the Chair shall ask the President of that class to recommend the class member to fill the vacancy.

Section 5. The Steering Committee shall have general supervision of the affairs of the Alumni Network between its business meetings, fix the hour and place of meetings, make recommendations to the Network, and shall perform such other duties as are specified in these bylaws.

Section 6. Steering Committee meetings shall be held at least monthly and shall be called by the Chairperson. Two members of the Network shall serve on the Department of Human Resources’s TGEI Selection Committee. Special meetings may be called upon the written request of three members of the Steering Committee.

ARTICLE VIII

COMMITTEES

Committees, standing or special, shall be appointed by the Chairperson as the Alumni Network or the Steering Committee shall from time to time deem necessary to carry on the work of the Network. The Chairperson shall be an ex officio member of all committees.

ARTICLE IX

COMMUNICATION ACROSS THE MEMBERSHIP OF THE ALUMNI NETWORK

Section 1. The Steering Committee shall be responsible for communicating and informing the TGEI Alumni Network about activities, events, government issues/initiatives and professional growth opportunities.

Section 2. Communication may be accomplished through the TGEI web site, e-mails, announcements, newsletters, or other methods.

Section 3. The Vice Chair and Class Reporters shall be responsible for collecting information and producing a “Final Copy” ready for posting on the TGEI web site or for distribution via other methods. Final Copy is defined as the communication has been proofed for proper grammar, accuracy, and overall clarity/quality, any final pictures or graphics are attached, and the specific author/owner’s name is attached with the understanding that it accompanies the communication.

Section 4. The Vice Chair shall be responsible for collecting and/or producing Final Copy information to be submitted to the Department of Human Resources for distribution or posting on the TGEI web site. The Department of Human Resources is responsible for administratively posting or sending the communication of the Final Copy within 72 hours of receipt from the Vice Chair.

Section 5. The Vice Chair shall be responsible for periodic monitoring of the web site to ensure that information posted on the TGEI web site is accurate and relevant.

Section 6. Class reporters shall be elected from each TGEI class. The membership of the class shall elect the class reporter annually.

Section 6. The class reporter shall be responsible for:

  1. a. Serving as the central repository for their class news and information.
  2. b. Conducting and directing quarterly requests for publication news, activities, and accomplishments of their respective class members.
  3. Submitting to the Vice Chair information for compilation and routing to the Department of Human Resources for distribution
  4. Providing a written notification to the network if, for any reason, they are no longer able to meet their responsibilities as class reporter.
  5. Assisting in the coordination of coverage for special events involving classmates.
  6. Maintaining an accurate address listing for all classmates.
  7. Working collaboratively with their class President to arrange and coordinate social gatherings and events for the purpose of networking and remaining in contact.
 

ARTICLE X

These bylaws may be amended at any regular meeting of the Network by a consensus of those present to vote, provided that the amendment has been submitted in writing at least three days prior to the meeting.
