Deputy Director of Data Quality, Division of Data and Research

The Deputy Director of Data Quality will be part of a six member team, and will report to the Executive Director, serving as a trusted thought-partner on strategic matters regarding the Data Quality team, including current and future direction and management. In conjunction with the Executive Director of Data Quality, this individual will fulfill a key role in the development and implementation of a long-term data quality strategy.

The Deputy Director of Data Quality must have the technical skills necessary to understand database structures, business rules validation and processes from several different business areas. He / she must have strong written and verbal communication skills to present findings and recommendations, be able to work in teams and manage time and projects. He/she also should be detail-oriented, have good problem solving and research skills. Moreover, he/she should be able to work independently and possess strong customer service skills.

  • In conjunction with the Executive Director of Data Quality, assists in the development, implementation, and maintenance of an organizational wide, data governance committee to ensure compliance with federal reporting, external regulatory, and accreditation requirements.
  • Assists in the development of data security procedures necessary to ensure the confidentiality, integrity, accessibility, availability, and quality of the Tennessee Department of Education (TDOE) data.
  • Resolves concerns and conflicts of the Data Stewards Committee and forwards issues that could not be resolved to the Executive Director of Data Quality for further action, particularly those issues that would entail changes or updates to agency policies.
  • Works with Federal Reports Coordinator, and identifies training needs for data stewards to decrease the number of data quality issues found with submitted EDFacts / CSPR files.
  • In conjunction with the Federal Reports Coordinator, develops a department wide business rules document and data dictionary to ensure common definitions are used across various systems, business units, and federal reports.
  • Communicates quality metrics, issues and resolution to LEAs and State level staff on data quality issues and concerns that arise during the collection of data used for federal reporting.
  • Develops a State handbook – including training materials – for implementing data quality processes for federal reporting.
  • Serves as a data expert on business rules and data sources used for federal reporting.
  • Understands business problems and proactively offer technical solutions, using traditional and emerging concepts and technologies.
  • Recommends methods to strengthen data integrity, quality and availability of information for data users, while tying back to department-wide expectations.
  • Communicate changes and progress on all data quality projects to the Executive Director of Data Quality.
  • Manages individual work load and work effectively on multiple assignments, activities, or projects in a fast pace changing environment.
  • In the absence of the Executive Director of Data Quality, functions as the supervisor for the Data Quality team.
  • Other duties as assigned.

Master’s degree in Information Technology, Business, Education, or a related field, and five (5) years of progressively more responsible work where the primary aspects of employment were related to leadership, project management and training.

The candidate must also have a high degree of proficiency in the following:

  • Ability to effectively convey ideas and positions to numerous audiences – externally to technical and non-technical audiences at various levels (e.g., partners, states, federal government), and internally in management situations – both orally and in writing.
  • A firm grasp of data security, including legal requirements and procedures necessary to comply with laws related to maintaining the confidentiality, integrity, accessibility, availability, and quality of TDOE data.
  • The use of correct English grammar, spelling and punctuation to create, edit and revise technical computer documentation for an academic or business audience
  • Organizational and project management skills, with the ability to manage highly complex and/or critical data issues.
  • Ability to establish and build close working relationships to regularly interact with a variety of staff positions.
  • Verbal communications skills (good interpersonal skill, presentation skills, able to consult, liaise and negotiate)
  • Ability to multi-task, work under pressure and demonstrate attention to detail.
  • Willingness to learn new software applications and data quality processes.
  • Intermediate to strong SQL skills to support ad hoc business inquiries in Microsoft or an Oracle environment.
  • Intermediate to advanced skills using Microsoft Excel.
  • Intermediate to advanced skills using Microsoft Word.
  • Must be able to lead projects with minimal supervision.
  • Willingness to learn how data systems fit into the larger education policy context.

Director of Tennessee School Safety Center, Office of Safe and Supportive Schools

The Office of Safe & Supportive Schools is now accepting applications for the position of Director of Tennessee School Safety Center. Applicants should possess extensive knowledge of School Safety programs to include SAVE Act compliance, Safe Schools grant administration, evaluation, training and professional development, and communication and collaboration. The Director will report to Pat Conner, Executive Director, Office of Safe & Supportive Schools.

Administration of grant funded programs
  • Administer USDOE Emergency Management grant funds and Tennessee Safe Schools Grant funding to include:
    • Safe Schools grants to districts;
    • Attend required federal project meetings;
    • Schedule/facilitate technical assistance workshops;
    • Oversee review process.
  • Preparation and maintenance of agency contracts – including budget and program revisions.
Supervision of program compliance and evaluation
  • Organize and prepare local, state and federal reporting to include USDOE annual performance reports, Safe Schools annual report to state legislature, and Resource Mapping project.
  • Maintain accurate records.
  • Monitor district SAVE Act compliance.
  • Interpret and enforce program-related policies, procedures and guidelines – including ESEA regulations, TCA mandates and state board rules.
  • Facilitate administration of data collection and review of annual district EOPs.
  • Address legislative/policy issues:
Facilitation of training and professional development
  • Plan/facilitate statewide, regional, and local training and technical assistance to all Tennessee school districts on the development of high-quality Emergency Operations Plans.
  • Plan/facilitate statewide, regional, and local training and conferences on school safety best practices to include NIMS.
  • Expand and enhance the Tennessee School Safety Specialist Program.
  • Provide technical assistance on developing or enhancing memoranda of understanding with community partners.
  • Develop a sustainability plan for Emergency Management grant efforts to continue past the 18 month grant period.
  • Develop and supervise the Best Practice Safety Mentors program.
  • Attend and/or present at local, state and/or national meetings/conferences as needed.
Establishment of Communication and Collaborations
  • Supervise and organize website for School Safety to include resources, information, training and dissemination of best practice information.
  • Plan and facilitate meetings of State Safety Team.
  • Establish relationships with other agencies and serve as TDOE committee representative to include Emergency Services Committee.
  • Maintain open communication with LEAs as well as agency administrators, legislative officials, governor’s staff and the general public.
Other responsibilities as assigned
  • Attend required federal meetings and conferences as needed.
  • General human resources tasks – including supervision of personnel, performance evaluation and travel approval.
  • Perform other duties as requested by the Executive Director.
  • Bachelor’s degree in related field. Masters preferred.
  • 3-5 years’ experience in related field with 2 plus years’ program management experience.
  • Knowledge of School Safety programs.
  • Expertise in data collection and interpretation.
  • Strong organizational and management skills with demonstrated experience in     leadership and team building.
  • Demonstrated success working with school districts, state agencies, and the community in a leadership and professional development capacity.
  • Demonstrated success collaborating with external agencies on the implementation of program and professional development initiatives.
  • Strong interpersonal skills.
  • Demonstrates ability to communicate effectively both in writing and orally, including documentation, recordkeeping and correspondence.

Mathematics and Science Partnership (MSP) Program Analyst, Division of Curriculum and Instruction

The Tennessee Department of Education’s Division of Curriculum and Instruction is accepting applications for a contracted, part-time Mathematics and Science Partnership (MSP) Program Analyst.

The MSP program is an annual, federal competitive grant administered by the state department of education. It is designed to increase academic achievement of students in mathematics and science by enhancing the content knowledge and pedagogical skills of classroom teachers in these areas.

The Mathematics and Science Partnership (MSP) Program Analyst is a new, part-time contracted position that will be responsible for supporting and monitoring MSP program grant recipients.

  • Execute program quality and fiscal monitoring of grantees throughout the year
  • Throughout the year, directly engage with grantees to share information and resources and monitor progress of grant-funded activities
  • Ensure grantees understand and comply with various reporting timelines
  • Ensure accurate, current information is conveyed to the U.S. Department of Education through the online reporting system
  • Support the application and review process for future grants
  • Support the long-term planning process for the grant and look for ways to support the continuous improvement of the MSP program administration
  • Ensure coordination with all internal and external stakeholders

Contract Terms
  • This is a part-time, contract position for 10-30 hours per week.
  • Consultants will be paid $25.00 - $40.00 per hour worked based on previous experience and will be expected to track time worked.
  • The contract is planned to extend from November 2014 to November 2015, with the possibility of annual renewal.
  • Some travel may be required and will be reimbursed based on the state’s travel guidelines.

Reading Content Consultants, Division of Curriculum and Instruction

The Tennessee Department of Education’s Division of Curriculum and Instruction (C&I) is accepting applications for contracted reading consultants.  We are seeking two individuals focused on early literacy (foundational reading skills, RTI2, and K-5 ELA).

The reading content consultants are charged with coordinating the content components of more rigorous K-5 ELA standards with a focus on foundational skills.

  • Complete item review for reading TCAP items grades 3-5 and/or any additional assessments or assessment resources.
  • Review textbook substitutions for alignment with the standards and factual accuracy.
  • Represent the state with reading organizations across the state.
  • Answer questions related to K-5 reading and K-12 reading intervention.
  • Advise on training structure and content, including agendas for state-wide and local trainings.
  • Complete any legislative analysis.
  • Support continuous improvement of reading instructional materials.
  • A track record of dramatically improving student achievement results in reading and/or reading intervention as a teacher and/or leader.
  • A master’s degree in a reading field.
  • Evidence of continuous improvement and ongoing learning orientation.
  • Strong communication skills and a demonstrated ability to communicate complex matters with educators and other stakeholders in a clear and empowering manner. 
  • Experience working with diverse teams successfully.
  • Strong organization skills and track record of managing projects to meet deadlines and achieve milestones over time.

The work of this position is designed to be part-time and can be completed alongside full time responsibilities as a teacher or education leader.  Consultants should be prepared to work approximately 10-25 hours per month. In addition, consultants should be willing to take conference calls on short notice and willing to meet in Nashville occasionally as needed.

Consultants will be expected to track time worked and will be paid at a daily rate of $250 per day with a maximum potential for work of $10,000. In addition, consultants will be reimbursed for all related travel expenses per state travel guidelines.   

The expected term of this contract is November 1, 2014 – October 30, 2015 with the potential for a one year extension.
