The Office of Business Services provides fiscal and operational support services to the Department. These services include budget, payroll, accounts payable, cash management, receivables, travel claim processing, purchasing, contracts, fiscal grant management, and financial reporting. Business Services also maintains the Department’s policies and procedures to insure appropriate controls are implemented for fiscal accountability and responsibility.

Budget is responsible for applying sound budget principles in accordance with state guidelines for a total budget of over 4 billion dollars. The bulk of these funds, 97 percent, is passed directly to local education agencies and the remainder is used to support specific department initiatives. Technical assistance is provided to education program managers in planning objectives and strategies, developing performance and outcome measures, monitoring expenditure levels and patterns, and coordinating efforts to maximize benefits within available resources to adapt to changing circumstances.
