The Tennessee Department of Environment and Conservation, DOE Oversight Division (the division) under terms of the Tennessee Oversight Agreement is providing an annual environmental monitoring plan for the calendar year. The plan consists of a series of individual work plans describing independent environmental monitoring and surveillance. Chemical and radiological emissions in the air, water, biota, and sediment on the Oak Ridge Reservation and environs are emphasized. The goal is to assure that DOE Oak Ridge Operations has no adverse impact to public health, safety, or the environment. Results from our monitoring and our findings of the quality and effectiveness of the DOE's environmental programs are reported in our annual status reports. An annual environmental monitoring report is also provided each spring that details the technical results of studies in this plan. The Tennessee Department of Environment and Conservation’s Division of DOE Oversight has published its Annual Status Report to the Public. The report details activities of the various sections of the DOE Oversight Division during the corresponding fiscal year. It recounts DOE activities in Oak Ridge and the extent to which these activities affect human health and the environment. The report outlines regulations that govern hazardous and radiological materials on the ORR, and it explains TDEC’s duties in monitoring and overseeing DOE activities. It also provides information on other TOA activities, including emergency response planning through the Tennessee Management Agency and outreach through the Local Oversight Committee. Copies of the report are available from the TDEC DOE Oversight Office at 865-481-0995 and the LOC Office at 865-483-1333. A copy of the report is available for review at the DOE Reading Room (PD-01816), Information Resource Center, and public Libraries located in Kingston, Oak Ridge, Clinton, Knoxville, Meigs County, Loudon County, Dayton, and Wartburg, Tennessee. Oak Ridge Health Agreements Studies

Copies of the Oak Ridge Dose Reconstruction Project Summary Report are available to the public at the Division's Oak Ridge Office. The report "presents a summary of various investigations performed within Phase II of the Oak Ridge Health Agreement Studies, in a project that became known as the Oak Ridge Dose Reconstruction." The dose reconstruction "focused on past releases of radioactive iodine, mercury and polychlorinated biphenyls (PCBs) released from the U.S. government complexes on the Oak Ridge Reservation and radionuclides released from White Oak Creek to the Clinch River."

Special Drinking Water Quality Report, East Tennessee Technology Park, September 20, 2000


As a result of concerns expressed by sick workers at the July 31, 2000, public meeting held to present the findings of Drs. Lockey, Bird, and Freeman, the Sampling Planning and Oversight Team was created as a first-of-its-kind team for DOE-ORO to plan and manage this sampling initiative. This innovative approach was taken to assure workers and the public that this effort would be conducted with the utmost integrity in obtaining and presenting the results. The team is comprised of representatives from DOE; OMI; Community Reuse Organization of East Tennessee (CROET); Paper, Allied-Industrial, and Chemical Employees Union (PACE), Local Oversight Committee Citizens Advisory Panel (LOC-CAP), Tennessee Department of Environment and Conservation (TDEC), and Bechtel Jacobs Company LLC (BJC). This report summarizes the results of this special sampling and testing effort recently completed by the Sampling Planning and Oversight Team.


Based on a review of the results by TDEC, it was determined that the drinking water at ETTP met all State and Federal regulatory requirements. Further review of the cross connection control program at ETTP is ongoing.
