Bid/Authority to Award (ATA) Package Review

The administrative staff and technical staff of the State Revolving Fund Loan Program (SRF Loan Program) review the bid package that is commonly referred to as the Authority to Award (ATA) package. The review is conducted in order to ensure that an engineer-stamped copy of the certified bid tabulation is provided, the successful contractor used the bid form from the state-approved Plans and Specifications, and the qualifications of the proposed resident inspector are acceptable. The bid package must include the following:

A copy of the advertisement for bids

A certified bid tabulation

The proposal from the successful bidder(s) including a Bid Bond and Power-of-Attorney

Documentation of MBE/WBE solicitation/participation

A copy of either the award resolution or the minutes from the meeting of the governing body that tentatively awards the contract(s) to the lowest, responsible, responsive bidder(s)

A Letter of Justification if the award is made to a bidder other than the lowest bidder

Documentation of negotiations undertaken with all bidders concerning bid overruns, a scope-of-project change, etc.

A current resume of the designated Resident Inspector(s)
