Recent changes have been made to Disadvantaged
Business Enterprise (DBE) guidance and documents to be included in

A goal-oriented system has been established to promote disadvantaged business enterprise (DBE) participation by providing construction services, professional services, supplies, and/or equipment on State Revolving Fund Loan-funded water and wastewater projects.
During the pre-bid and post-bid phases of the project, it is the Loan Recipient's responsibility to ensure, document, and certify that Bidders make a good faith effort to solicit for sub-contractor participation by DBE subcontractors, service professionals, suppliers, and/or equipment vendors on all SRF-funded projects.
During the pre-bid and post-bid phases of the project, it is the Bidder's responsibility to make a good faith effort to secure participation by DBE subcontractors, professional service providers, suppliers, and/or equipment vendors.
Lists of registered DBE firms may be obtained from the Tennessee Department of Transportation
