DBE PARTICIPATION GUIDELINES

A goal-oriented system has been established to promote disadvantaged business enterprise (DBE) participation by providing construction services, professional services, supplies, and/or equipment on State Revolving Fund Loan-funded water and wastewater projects.

During the pre-bid and post-bid phases of the project, it is the Loan Recipient's responsibility to ensure, document, and certify that Bidders make a good faith effort to solicit for sub-contractor participation by DBE subcontractors, service professionals, suppliers, and/or equipment vendors on all SRF-funded projects.

During the pre-bid and post-bid phases of the project, it is the Bidder's responsibility to make a good faith effort to secure participation by DBE subcontractors, professional service providers, suppliers, and/or equipment vendors.

Lists of registered DBE firms may be obtained from the Tennessee Department of Transportation, Small Business Development; U.S. Environmental Protection Agency, Office of Small and Disadvantaged Business Utilization Ms. Jeanette L. Brown, Director; U.S. Small Business Administration, Mr. W. Clinton Smith, District Director, or other certifying agencies.
