Weatherization Assistance Program - Weatherization Contractor Information

In order to bid on weatherization jobs, you must be pre-approved to work in the Weatherization program by one of the 18 local agencies.

Contractors who bid on a job will be subject to the federal Davis Bacon Act. Click here to learn more about this Act.

Contractors are not required to own a blower door in order to bid on weatherization jobs, but may, at their discretion, choose to use one in the process of installing weatherization measures.

It is the responsibility of the energy auditor to establish a target range for air sealing as measured by a blower door test. It is also the responsibility of the energy auditor to identify and prescribe energy improvement measures necessary to meet the target range. A contractor should not fail the Post-Energy audit and cannot be penalized for the dwelling not meeting the air sealing target range, provided the contractor correctly completed all the measures that were identified by the energy auditor and included in the contract.

Each agency is responsible for taking client applications, determining client eligibility, completing an energy audit of each household, and determining based on the energy audit what weatherization measures will be installed on the home. The agency will then post the job description and accept bids from approved contractors.

In order to bid on weatherization projects, a contractor must be approved by the local Weatherization agency to perform Weatherization work within its service area. Weatherization Training

The Tennessee Department of Human Services and the Tennessee Valley Authority (TVA) providing training for the state’s Weatherization Assistance Program (WAP). TVA will provide energy auditor and weatherization contractor training across the state that meets U. S. Department of Energy standards.

Please contact your local WAP agency for information and training registration. In addition to contacting local action agencies for information, a temporary toll-free training registration number has been established and can be reached at 1-877-830-3304.

While weatherization contractors are required to have a license and insurance, each WAP agency establishes its own minimum qualification for weatherization contractors and energy auditors.

Contractor Training
Contractor training is a one-day training class with modules on how to install DOE approved weatherization measures on homes for the Weatherization Assistance Program. This includes installing insulation, air and duct sealing, and correcting safety issues in a home. This class is based on the Tennessee Weatherization Field Guide.
