Job Overview: The Data Quality Manager is responsible for managing data quality efforts across the Information Systems of the Tennessee Department of Revenue. This position will own and drive data quality initiatives for key critical data elements impacting the department's operations. This position will ensure data consistency across applications, review, modify, and develop controls to improve data quality, and identify and manage tactical and strategic remediation efforts; Responsible for implementing highly complex projects.
Salary Range: $4,705 - $7,528 (monthly)
Database Description - Title and Registration Legacy System (T&R):
The Legacy motor vehicle system supports the entry, editing and inquiry functions for the titling and registration of motor vehicles in the state of Tennessee. Legacy tracks the unique relationship of the owner(s), the lien holder(s) and specific vehicle information as well as printing a title document. In addition to the titling of a vehicle, Legacy registers vehicles for operation within the state via plate assignment. It also generates renewal notices to facilitate the renewal process. As a part of vehicle registration, Legacy must maintain an active inventory of all license plates. It must also track the issuance of placards and dealer plates. Legacy consists of 75 tables with about 200 million rows of data.
The Legacy system provides functionality for the following processes: Titling, Registration, Renewal, Placard Issuance, Dealer Plate Issuance, and Plate Inventory. It currently is primarily a transaction driven process. A list of 35 to 40 different transaction types are defined to govern what fields and what field edits should apply to any interaction with the data. Some counties use Legacy to enter, edit and update data supplied by the customer. Some counties use an entry process supplied by a third party vendor.
Database Description - Revenue Integrated Tax System (RITS):
The Revenue Integrated Tax System (RITS) processes and stores the Department of Revenue's data for every entity that remits taxes to the State of Tennessee. RITS consists of 248 DB2 Tables with about 1.7 billion rows of data, covering 108 active tax types. Documents and payments are processed through a nightly batch schedule that updates the DB2 tables. RITS has online screens which can query or directly update the tables. RITS is integrated across all of the account types for each entity.
RITS is comprised of 5 Functional Areas: Taxpayer Registration, Taxpayer Accounting, Document Processing, Revenue Accounting, and Case Management. Each area has jobs that run nightly to update the DB2 tables and extract data for taxpayer correspondence. Current and historical data is maintained across the tables, maintaining referential integrity. Accounting information is maintained and can be displayed at the entity, account, or period level. All addresses, names, ids, relationships, exemptions, licenses, items and bonds are maintained at the entity and account levels. Tax revenues are apportioned and distributed through batch processes and account for approximately 14 billion in annual collections.
