Pickering Inc. was awarded the project in September 2008, at which time the Environmental process began. FHWA approved document determination in January 2009 as a Categorical Exclusion (CE). Pickering performed technical studies for the environmental document in an effort to complete the CE by fall 2009. In order to expedite the entire project, the Town of Collierville released Pickering to begin survey and design in March 2009. Early estimates were to have a completed design ready for construction by fall 2010.
