Whitney Flatt serves as the Deputy Director of Customer Focused Government (CFG). She manages the daily operations of CFG’s project and program portfolio and assists the CFG Director in driving enterprise-wide operational efficiency.

Whitney joined CFG in January 2022 as a Senior Management Consultant. In that role, she led CFG’s strategic planning initiatives, working with all 23 cabinet-level agencies to develop comprehensive four-year strategies and annual plans. She also managed Continuity of State Operations, developing and administering the guiding framework for senior leadership transitions in state government.

Prior to joining CFG, Whitney held various roles within the Tennessee Department of Agriculture. In her most recent position, she served as international trade consultant, growing export promotion of value-added food, horticulture, livestock genetics, and wood products by 415%. Whitney also worked as a food manufacturing consultant in the Business Development Division, as well as a program coordinator for the Tennessee Agricultural Enhancement Program.

Before joining Tennessee State Government, Whitney worked as a project coordinator for the 2Seeds Network, a development non-profit based in Tanzania. Her work with 2Seeds centered on agribusiness training, value and supply chain management, and human capital development.

Whitney is a graduate of the Commissioner’s Leadership Academy (2018), Leadership TN NEXT Class V (2022), and LEAD TN Alliance 14 (2023). She is also the recipient of the Governor’s Excellence in Service Award (2019).

Whitney holds a Bachelor of Science in international relations from Middle Tennessee State University (MTSU), with her focus of study centering on food security and international development. While attending MTSU, she studied abroad in Czech Republic, Honduras, and Israel, as well as interned for the Center for Strategic and International Studies, a D.C.-based policy think tank, with their Global Food Security Project. Whitney is pursuing her MBA at Tennessee Technological University.

Whitney is a native of Newbern, Tennessee.
