David comes to the Sports Wagering Council from the University of Tennessee’s Howard Baker School of Public Policy and Public Affairs where he was the director of external affairs. Previously, David served as director of communications for the Tennessee Education Lottery Corporation after serving in former Gov. Bill Haslam’s Cabinet as communications director.
