Two in Hamblen Co. Charged with TennCare Fraud

NASHVILLE, Tenn. – Two women in Hamblen County are charged with TennCare fraud for doctor shopping for drugs, using the state’s healthcare insurance program as payment.

The Office of Inspector General (OIG), with assistance from the Hamblen County Sheriff’s Office, today arrested Rebecca Northern, 38, of Whitesburg and Lisa Davis, 36, of Morristown.

Davis and Northern are each charged with four counts of doctor shopping in connection with visiting multiple providers in a short period of time to obtain a controlled substance and using TennCare as payment.  

“Prescription drug abuse is a concern of communities large and small across Tennessee,” Inspector General Manny Tyndall said. “With the help of providers, we’re sending a message that the abuse of TennCare will result in criminal prosecution.”

District Attorney General Dan E. Armstrong is prosecuting. TennCare fraud is a Class E felony that carries up to a two year sentence.

The OIG, which is separate from TennCare, began full operation in February 2005 and has investigated cases leading to over $3 million being repaid to TennCare, with a total estimated cost avoidance of over $163.6 million for TennCare, according to latest figures. To date, more than 2,306 people have been charged with TennCare fraud.
