Haslam Appoints Carr Chancellor for 30th Judicial District

NASHVILLE – Tennessee Gov. Bill Haslam has appointed Oscar C. Carr III of Memphis as chancellor for the 30th Judicial District, which serves Shelby County. He replaces Kenny Armstrong, who was recently named to the Tennessee Court of Appeals.
 
Carr, 63, has been a member of the law firm Glankler Brown with a practice in litigation and an emphasis on business, construction, environmental and other civil litigation.
 
“I am pleased to make this appointment with such an experienced attorney,” Haslam said. “He has an impressive track record and will serve the citizens of the 30th Judicial District well.”
 
Carr has been at Glankler Brown since 1976, serving as an associate attorney until 1982 when he became a partner.  He has handled primarily civil litigation. He has also handled mediations as a Rule 31 Listed Mediator.
 
“I am honored and gratified Gov. Haslam appointed me a chancellor of the 30th Judicial District,” Carr said.  “I look forward to taking the bench and recognize the enormous responsibility which comes with this position. I am committed to serving the parties and lawyers who come before me with dignity and to providing justice to all.”
 
Carr received a bachelor’s degree in 1973 from the University of Virginia and obtained his law degree at Emory University in 1976.
 
He has received numerous honors, including Memphis Best Lawyers Environmental Litigation Lawyer of the Year for 2014 and Memphis Best Lawyers Construction Litigation Lawyer of the Year for 2013.
 
Carr has also been active in his community as past president and board member of the Juvenile Diabetes Research Foundation, past board member of the Memphis Oral School for the Deaf and board member of Carnival Memphis.
 
Carr and his wife, Mary, have two children, Camilla and Oscar, and one grandson, Richard.
