McNairy County Woman Charged with TennCare Fraud in Murder-For-Hire Plot

NASHVILLE - A McNairy County woman has pleaded guilty to TennCare fraud in a case involving a “murder-for-hire” plot.

The Office of Inspector General (OIG) today announced the conviction of 29-year-old Dottie Ann Floyd, of Bethel Springs, who pleaded guilty in a Hardin County Criminal Court to one count of TennCare fraud.

The Hardin County conviction is in connection with a conviction earlier this month in Dyer County when Floyd pleaded guilty to solicitation of first-degree murder and possessing a Schedule II controlled substance with intent to sell or distribute.

Floyd was indicted in July on one count of TennCare fraud for obtaining a prescription for the painkiller Hydrocodone by means of a false statement. In March, she was arrested and charged with solicitation to commit first-degree murder and delivery of narcotics. She had traveled to Dyersburg to hire a TBI Special Agent posing as a “hit” man to kill her ex-husband. Floyd had paid the undercover agent $200 and gave him 120 Hydrocodone pills. Floyd had used TennCare to obtain the Hydrocodone.

Floyd received a one year sentence on her TennCare fraud charge to run concurrent which will give her a total of eight years. Floyd has been incarcerated in the Dyer County jail since March 12th. District Attorney General Phil Bivens prosecuted the Dyer County case. The Hardin County case was prosecuted by District Attorney General Hansel McCadams.

The OIG, a law enforcement agency separate from TennCare, began full operation in February 2005 and has worked cases leading to the arrest of over 810 individuals for TennCare fraud, with nearly $1 million paid in restitution to TennCare, and total estimated cost avoidance in TennCare of over $122 million, according to latest figures.

Through the OIG Cash for Tips Program established by the Legislature, Tennesseans can get cash rewards for TennCare fraud tips that lead to convictions.
