Department of Revenue Announces Personnel Changes

Gerregano, Mize, Rivers, Trout Selected to Fill Key Roles 
 
Nashville -  Tennessee Department of Revenue Commissioner Richard H. Roberts announced today several key selections to lead the Department of Revenue in various capacities.
 
David Gerregano has been promoted from Assistant Commissioner to Deputy Commissioner over legal services, tax policy, and administrative hearings. He has been with the Department of Revenue for fourteen years, first serving as tax counsel and then senior tax counsel. He has also served as an administrative hearing officer and a departmental liaison to the General Assembly.  Most recently, Mr. Gerregano headed Revenue's legal office and tax policy office while continuing to serve as a legislative liaison. He is a graduate of Vanderbilt University with a degree in economics and political science and a graduate of the Vanderbilt School of Law.
 
Phillip Mize has been selected as Revenue’s Chief Financial Officer. Mr. Mize brings twenty-three years of finance, operations, logistics, administration, sales and marketing experience from privately held manufacturing, distribution and services companies. Most recently, he served as Rich Printing Company’s Vice President and CFO. He is a certified public accountant and holds a Master’s Degree in Business Administration from the Owen Graduate School of Management at Vanderbilt University. 
 
Debbie Rivers has been selected as Director for Revenue’s Information Technology Resources Division. Ms. Rivers has worked in the information technology industry for fifteen years and has previously worked for the State of Tennessee for seven years, starting as a database administrator in the state’s Office of Information Resources and then moving into key management roles. She graduated from Nashville Tech with a degree in computer programming.
 
Billy Trout has been promoted from Taxpayer Services Manager to Communications Manager. Mr. Trout has been with the Department of Revenue for eight years, managing the taxpayer call center, heading taxpayer education efforts, and serving as a liason with Tennessee’s county clerks. In addition to serving as media liasion, he will also work to enhance internal and external communications throughout the department. Previously, Trout worked for seventeen years for the United States Treasury. He graduated from Middle Tennessee State University with a degree in communications.

Roberts. “The Department of Revenue has a great team and these new additions are all very knowledgable and driven to provide excellent service for taxpayers. They are great leaders and an asset to our department. We congratulate them on their appointments and look forward to their new ideas and continued service to the state.” 
 
The Department of Revenue is responsible for the administration of state tax laws and motor vehicle title and registration laws established by the legislature and the collection of taxes and fees associated with those laws. The Department of Revenue collects approximately 91 percent of total state tax revenue. During the 2009-2010 fiscal year, the department collected $10.1 billion in state taxes and fees. In addition to collecting state taxes, the Department of Revenue collects taxes for local, county and municipal governments. During the 2009-2010 fiscal year, local government collections by the Department of Revenue exceeded $1.9 billion. In collecting taxes, the department enforces the revenue laws fairly and impartially in an effort to encourage voluntary taxpayer compliance.
