TDOT Commissioner Schroer Appoints Chief Operating Officer

NASHVILLE – Tennessee Department of Transportation (TDOT) Commissioner John Schroer names Scott C. Black as the new Chief Operating Officer of TDOT. Since October 2011, Black has served as the Director of TDOT’s Project Management Division.

In his new post, Black will work with TDOT’s Engineering, Environment and Planning, and Administration Bureaus to oversee daily operations and provide increased connectivity between those functional areas. This role will allow Black to quickly identify problems and solutions, and will aid in TDOT’s efforts to speed up the project delivery process.   

 

Before joining TDOT, Black served as the Manager of Budget, Finance, and Administration for the Nashville Convention Center Authority. Previous to that post, Black served as Vice President of Development for the Bristol Development Group, a Brentwood based residential real estate company. Black’s experience also includes numerous project management positions with architectural and design firms.

“It is my firm belief that TDOT should be structured more like a corporation and less like a government agency,” said Commissioner Schroer. “The addition of a COO is one I feel will further our efforts to streamline operations and increase the department’s efficiency.”

Black assumes his new role as COO immediately.
