Weekly Construction Report for Parts of East and Middle Tennessee for April 30 - May 6, 2015

BRADLEY COUNTY, I-75 construction of a concrete Bulb-Tee Beam Bridge, including grading, drainage and paving at the Exit 20 interchange (U.S. 64 Bypass East, U.S. 74 East, SR-311, APD-40) (LM 4.86) in Cleveland:  Work on this project continues.  The contractor will be doing bridge work during this report period.  Any work requiring interstate lane closures is limited to Sunday through Thursday nights between 7PM - 6AM.  Signs will be posted and flaggers will assist with traffic control if needed.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion date is November 2015.  [Simpson Construction Co., Inc./WC/CNM118]

BRADLEY COUNTY, I-75 grading, drainage and paving with concrete northbound and southbound off ramps at Exit 33, including the installation of traffic signals:  Work on this project continues.  Barrier rail has been installed on both the northbound and southbound ramps.  Paving operations will continue during this report period.  Flaggers may be present during this time to assist with traffic control.  Estimated project completion date is June 2015.  [Greenstar, LLC/JM/CNN319]

BRADLEY COUNTY, I-75 grading, drainage, construction of retaining walls and paving at Exit 25 (State Route 60) interchange in Cleveland, including the installation of traffic signals:  Work on this project continues.  The contractor will have temporary traffic delays on Mondays through Saturdays from 9AM – 3PM during the clearing process and temporary pipe installation on SR-60 at Exit 25.  Estimated project completion is September 2015.  [Steve Williams Construction, LLC./WC/CNN323]

BRADLEY and HAMILTON COUNTIES, I-75 resurfacing with Open Graded Friction Course from north of the weigh station exit in Hamilton County (LM 12.78/MM 12.78) to north of Bancroft Road in Bradley County (LM 2.98/MM 18.58):  Work on this project will start soon.  The contractor will be putting up construction signs beginning on May 6.  Once work starts on this project, the contractor will be working at nighttime between the hours of 7PM -6AM.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion is July 2015.  [Talley Construction Co., Inc./JM/CNN306]

BRADLEY COUNTY, U.S. 74 (SR-311, APD-40) construction of a new interchange between I-75 (Exit 20) and U.S. 11/64 (SR-2) at Stone Lake Extension in Cleveland:  Work on this project continues.  Traffic has been shifted onto the right shoulder on APD-40.   Flaggers will assist with traffic control as needed.  Estimated project completion date is October 2016.  [Talley Construction Co., Inc./WC/CNN307]

BRADLEY and HAMILTON COUNTIES, SR-317 resurfacing (thin-mix overlay) from the Hamilton County Line (LM 0.00) to SR-60 (LM 3.59):  Final inspection has been made.  Thermal (striping) work could possibly be done during this report period, with possible lane closures in Hamilton County, and some shoulder work may be done in Bradley County. CANNON / WARREN COUNTY, U.S. 70S (SR-1) paving from near SR-281 in Cannon County to Spring Valley Road in McMinnville, Warren County:  This project is substantially complete.  Punchlist items are being addressed at various locations.  All permanent signs have been installed.  The subcontractor will be installing permanent stabilization (sod) in medians thru the length of the project.  All motorists should use extreme caution and be alert to construction equipment and vehicles on the project.  Estimated project completion date is April 2015.  [Highways, Inc./CP&JP/CNM127]

COFFEE COUNTY, I-24 grading, drainage and paving at the eastbound and westbound weigh stations from MM 117-115.5:  Work on this project continues.  The contractor will have shoulder closures on I-24 East and West to perform work at the weigh stations.  During this report period, there will be nighttime lane closures between mile markers 114-117 on I-24 East and West to allow the contractor to widen the outside lane and set barrier wall on I-24 East and paint the edgelines and centerline on I-24 West.  These nighttime closures will take place between the hours of 6PM-6AM from Sunday, May 3, 2015 through Thursday, May 7, 2015.  This work is weather permitting.  During this project, lane closures on I-24 will only be allowed nightly from 6PM – 6AM.  THP will assist with traffic control as necessary during interstate lane closures and one lane will remain open at all times.  Estimated project completion date is June 2015.  [Highways, Inc./CP/CNM143]

COFFEE COUNTY, I-24 resurfacing with Open Graded Friction Course on I-24 from near AEDC Road (LM 20.81/near MM 117) to the bridge over Betsy Willis Creek (LM 28.96/near MM 125) including bridge repair:  Work on this project continues.  In addition to resurfacing operations, this project includes bridge repair activities.  Most of this work will take place at night, with the exception of bridge repair activities.  Lane closures for bridge repair work will be allowed from 9PM Friday until 6AM on Monday.  On Friday, May 1, 2015 at 9PM through Monday, May 4, 2015 at 6AM the contractor will be doing bridge repair work that will require a lane closure on I-24 East and West from mile marker 122 to mile marker 125.  The bridge repair work must be completed before resurfacing activities begin.  Each evening from Monday night May 4, 2015 through Thursday, May 8, 2015 between the hours of 7PM and 6AM I-24 East will be reduced to one lane from MM 117-MM 126.  Milling and resurfacing work will take place on the inside lane and shoulder.  This work will be at nighttime only.  Once resurfacing begins, lane closures for resurfacing activities on the interstate will only be permitted between 7PM until 6AM Sunday through Thursday.  THP will assist with traffic control as necessary during interstate lane closures and one lane will remain open at all times.  Estimated project completion date is August 2015.  [Rogers Group, Inc./CP/CNN305]

COFFEE COUNTY, U.S. 41 (SR-2) repair of bridge over Little Duck River (LM 13.68 R&L):  Work on this project continues.  Temporary striping and barrier rail have been installed, and the bridge currently is down to only one 11’ lane of traffic in each direction for the duration of the project.  Estimated project completion is September 2015.  [Jamison Construction Co., Inc./CP/CNN002]

COFFEE, GRUNDY and MARION COUNTIES, I-24 expansion of rural TDOT SmartWay Intelligent Transportation System (ITS) from MM 109 to MM 157:  Work on this project continues.  There may be daytime or nighttime shoulder and short term lane closures throughout the project area as the contractor performs work for future traffic cameras and dynamic message signs.  Estimated completion date is May 2016.  [Stansell Electric Company, Inc./CP/CNN205]

CUMBERLAND COUNTY, SR-298 (Genesis Rd.) construction of a concrete Bulb-Tee Beam Bridge over I-40 (MM 320) in Crossville, including grading, drainage, and paving (LM 2.23):  Work on this project continues.  The inside and outside shoulders of I-40 are closed for both the eastbound and westbound lanes at exit 320 (Genesis Road).  The speed limit for I-40 has been reduced from 70 mph to 60 mph for the duration of construction.  Scheduled work includes continuing Phase 1 grade work.  Work on I-40 EB on ramp and WB off ramp will restrict traffic at times.  Rolling road blocks will be used at times to assist in construction activities to ensure the safety of the traveling public. CUMBERLAND COUNTY, U.S. 70 (SR-1) bridge repair over Caney Fork River (L.M. 6.36):  Work on this project continues.  Traffic control devices including construction signs and temporary traffic signals have been installed.  Traffic is reduced to one lane across the bridge to allow construction activities.  Horizontal lane width is reduced to 11’9”.  Traffic may experience intermittent stops due to the contractor setting beams on the new bridge. CUMBERLAND COUNTY, miscellaneous safety improvements on various local roads:  Work on this project continues.  Work includes installing permanent signs, pavement markings, and guardrail.  Work activities will require intermittent lane closures on city/county roads.  Estimated project completion date is May 2015.  [Highway Markings, Inc./DB/CNN320] 

CUMBERLAND COUNTY, SIA route serving CoLinx LLC in Crossville:  Work on this project continues.  Contractor activities include installation of construction signs and grade work.  Cox Avenue will be affected with intermittent day time lane closures.  Estimated project completion date is May 2015.  [Highways, Inc./DB/CNN268]

DeKALB COUNTY, SR-26 (U.S. 70) construction of a welded steel plate girder bridge and three retaining walls over the Caney Fork River and Sligo Road (LM 24.58):  This bridge replacement project continues.  During construction, the current bridge over the river will remain open to traffic until the new structure is constructed and able to carry traffic.  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers will be on site to assist with traffic control.  Estimated project completion date is June 2016.  [Massman Construction Co./CS/CNM073]

FRANKLIN COUNTY, U.S. 41A (SR-16) resurfacing from Peters Road/Peabody Road (L.M 7.98) to east of Woodland Drive (L.M. 11.32):  Work on this project has begun.  The contractor will be working at night only between the hours of 6PM and 6AM.  During this report period, the contractor will be conducting milling operations in preparation for future paving.  During this work, the roadway will be reduced to one lane in each direction.  Estimated project completion date is September 2015.  [Tinsley Asphalt, LLC/CP/CNP113]

HAMILTON COUNTY, South Crest Road Bridge repair project over I-24 (between MM 182.3 – 182.4) and East Main Street (Mid-State Construction Co, Inc.):  Work on this major bridge repair project on the South Crest Road Bridge over I-24 and East Main Street in Chattanooga continues. During the project, the bridge itself is closed, as well as the section of East Main Street beneath the bridge, while the contractor removes and replaces the bridge deck on the portion of the bridge directly overhead. This portion of the project is scheduled to be completed by this spring, at which time East Main Street will be reopened to traffic.  Detours will be posted for the duration of the project.  Additionally, there will be times during the project when work will require temporary lane closures on I-24 beneath the South Crest Road Bridge.  These interstate lane closures will only be allowed at nighttime on Sundays through Thursdays between the hours of 8PM and 5AM Eastern Time.  If weather allows, the contractor will have lane closures on I-24 East and West beneath the bridge during this report period for the safety of the traveling public as the contractor works overhead.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion date is August 2015.  [Mid-State Construction Co, Inc./JM/CNN294]

HAMILTON COUNTY, U.S. 27 (SR-29) reconstruction project from Manufacturers Road (Olgiati Bridge over the Tennessee River) to U.S. 127 (SR-8, Signal Mountain Road/Boulevard):  This project is substantially complete and all lanes of traffic are open on U.S. 27.  Most of the remaining temperature-sensitive work on the project has been done too, including the paving of most of the local roads and widening the exit ramp from U.S. 27 North to Manufacturers Road.  As the weather improves, the contractor will complete the remaining items on the project.  THP will assist with traffic control on the project as necessary.  Estimated project completion date is April 2015.  [Wright Brothers Construction Co., Inc./JM/CNK233]

HAMILTON COUNTY, SR 317 (Apison Pike) the grading, drainage and paving on from Old Lee Highway (LM 5.58) to SR-321 (Ooltewah-Ringgold Road) (LM 7.84):  Work on this project continues.  The contractor will be clearing, grubbing and installing erosion control measures.  The contractor may have short term lane closures to perform various operations on an as-needed basis.  Flaggers will assist with traffic control as needed.  Waterline work on Apison Pike is complete but the existing detours using Old Lee Hwy., Blue Bell Ave. and Bork Memorial Dr. will stay in place for the closure of Pattontown Road.  This closure is for the sewer bypass across Pattontown Road for manhole 2.  Estimated project completion date is May 2017. HAMILTON COUNTY, SR-320 (East Brainerd Rd.) grading, drainage, installation of signals, construction of seven retaining walls and paving from east of Graysville Road to east of Bel-Air Road:  Work on this project continues.  The contractor will be clearing and installing erosion control measures.  The contractor may have short-term lane closures to perform various operations on an as-needed basis.  Flaggers will assist with traffic control as needed.  Estimated project completion is June 2017. HAMILTON COUNTY, SR-317 (Bonny Oaks Drive) improvement of the intersection with Volkswagen Drive (LM 3.85) serving Volkswagen Group of America, including grading, drainage and paving:  Work on this project continues.  The contractor will be on eastbound Bonny Oaks Drive installing attenuators, extending the box culvert and installing erosion control measures.  The contractor will also begin clearing and grubbing on Volkswagen Drive at the first roundabout at the Amazon entrance.  There will be one lane of traffic northbound during work hours.  The contractor may have short term lane closures to perform various operations on as-needed basis.  Flaggers will assist with traffic control as needed.  Estimated project completion date is August 2015.  [Talley Construction Company, Inc. /KP/CNN304]

MARION COUNTY, Murphy Hollow Road at LM 0.07 construction of a concrete Bulb-Tee Beam Bridge over I-24 west of MM 165, including grading, drainage and paving:  Work on this project continues.  Interstate lane closures and traffic pacing will be permitted from 8PM to 6AM for the installation of temporary traffic control and beam erection operations.  One lane on I-24 will remain open during any interstate work that takes place.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion date is November 2015.  [Dement Construction Company, LLC/CV/CNN183]

MARION COUNTY, U.S. 41 (U.S. 64, U.S. 72, SR-2) replacement of the truss bridge over the Tennessee River at Nickajack Lake (LM 21.14) with a multi-span steel plate girder bridge:  The new bridge was open to traffic in November 2014.  As part of this project, the contractor continues demolition of the adjacent truss bridge.  Currently the contractor has staged a crane on the new bridge to assist in the removal of the old bridge.  During this work, the new bridge on U.S. 41 will be down to one lane as the contractor works to remove the remaining components of the old truss bridge, and traffic will be maintained and controlled by a temporary signal for the safety of the traveling public.  As soon as the work in completed, the new bridge will be fully reopened and the temporary signal removed.  [Britton Bridge, LLC/JM/CNJ432]

McMINN COUNTY, SR-30 widening project, including grading, drainage, paving, construction of a concrete box beam bridge and retaining wall from County Road 609 to the 4-lane section in Etowah:  Work on this project continues.  Traffic has been shifted onto the new lanes in both directions of SR-30.  Estimated project completion is spring 2015.  [Highways, Inc./WC/CNL081]

McMINN COUNTY, SR-39 construction of a concrete box beam bridge over Chestuee Creek (LM 15.68), including grading, drainage and paving:  Work on this project has begun.  SR-39 will be down to one lane as the contractor works to remove the existing bridge.  Traffic will be maintained and controlled by a temporary signal for the safety of the traveling public.  Estimated project completion is April 2016.  [Simpson Construction Co., Inc./WC/CNP011]

MEIGS COUNTY, SR-30 relocation beginning east of the Tennessee River to west of SR-58:  Work on this project is substantially complete.  There will be few, if any, traffic disruptions from here on out until punchlist work is complete.  Flaggers will assist with traffic control as needed.  Estimated project completion is April 2015.  [Charles Blalock & Sons/JM/CNK010]

MEIGS and RHEA COUNTIES, SR-60 bridge repair over Tennessee River (LM 3.10):  Work on this project continues.  The bridge is down to only one lane of traffic as repair work is performed on the bridge.  Traffic will be maintained and controlled by a temporary signal for the safety of the traveling public.  Estimated project completion is June 2015.  [Olympus Painting Contractors, Inc./JM/ CNM326]

POLK COUNTY, U.S. 64 (SR-40) construction of a concrete bulb-tee beam bridge over Maddens Branch (LM 11.06), including grading, drainage and paving:  Work on this project has begun.  Temporary signals will soon be installed on the project, after which traffic will be reduced to one lane and controlled by the signals for the safety of the traveling public.  This is tentatively set to begin during the week of May 11, 2015.  Estimated project completion is October 2016.  [Simpson Construction Co., Inc./WC/CNP016]

POLK COUNTY, U.S. 64 (SR-40) miscellaneous safety improvements including resurfacing from east of SR-314 to west of SR-30, and from east of Rock Creek to east of Brush Creek:  -Work on this project continues.  The contractor will be performing milling and paving operations during this period.  During this report period, traffic will be temporary reduced to one lane as the contractor is paving between log mile 20.74 to log mile 22.02.  Flaggers will assist with traffic control.  Estimated project completion is August 2015.  [Talley Construction Co., Inc./WC/CNN941]

PUTNAM COUNTY, SR-56 bridge repair over I-40 (LM 0.54):  Work on this project continues.  The contractor may have short lane closures to perform various operations on an as needed basis.  Flaggers will be on site to help with traffic control.  Nighttime interstate lane closures and traffic pacing will be permitted for bridge repair operations if necessary, but only during the hours of 8PM to 6AM.  One lane of I-40 in each direction will be maintained during these temporary closures. There are no interstate lane closures during this report period.  THP will assist with traffic control as necessary during interstate lane closures. PUTNAM COUNTY, SR-84 slide mitigation at LM 10.5 and LM 11.0, including grading drainage and paving:  Work on this project continues.  SR-84 is now closed to through traffic in this area because a section of the roadway has begun settling.  In the interest of public safety, the roadway will remain closed until it is determined that it is safe to reopen.  This closure will be in effect for four to six weeks.  Detour routes are marked.  Estimated project completion is July 2015.  [J&M Grading Division, LLC/CS/CNN169]

RHEA COUNTY, SR-378 bridge repair project over Little Richland Creek (LM 1.58):  Work on this project continues.  The contractor will completely replace the superstructure of the bridge, including installation of new beams, new deck, new rails, and new pavement.  Because of the scope of work on the narrow two-lane bridge, it will be closed for the duration of the project.  Detour routes are signed and marked.  Estimated project completion is May 2015.  [Simpson Construction Co., Inc./JM/CNN239]

RHEA COUNTY, State Industrial Access Road project serving General Shale Brick in Spring City, including grading, drainage and paving:  Work on this project continues.  There are no lane closures required at this time, and traffic is not impacted by work on this project.  Estimated project completion is June 2015.  [J&M Grading Division, LLC./JM/CNN227]

VAN BUREN COUNTY, SR-111 grading, drainage, and paving from south of Manus Road to south of SR-285 near Double Bridge Road:  Work on this project continues. Utilities are currently being installed.  Grading and blasting operations continue and the contractor is addressing the slope with removal of unsuitable material and installing graded solid rock within the construction zone.  Motorists should expect periodic delays.  Flaggers will be present during progression of work.  Motorists should use caution and be alert to construction equipment and vehicles within the work zone. The speed limit has been reduced to 45 MPH and is being enforced.  Estimated project completion date is Spring 2016.  [Jones Bros., Inc. /CP&JP/CNM266]
