Special Enrollment Opportunity for Select Eligible Employees

Benefits Administration mailed a letter in February 2023 to people eligible for ParTNers for Health benefits to whom we failed to mail an Annual Enrollment postcard regarding the 2023 ParTNers for Health benefits options and Annual Enrollment period that took place from October 1-14, 2022. If you received this letter, you have an opportunity through Feb. 28, 2023 to make selections or changes to some of your 2023 benefits*.

What This Means for You
What happened to my benefits?

If you were already enrolled in ParTNers for Health benefits in 2022, did not make any changes during the October 2022 Annual Enrollment period, and are still eligible for ParTNers for health benefits, you were enrolled in the same benefits for 2023 that you had for 2022**. Your insurance benefits did not lapse. If you’re satisfied with your current 2023 benefits, you don’t need to take any further action at this time.

 

What if I did take action on my benefits during Annual Enrollment last fall?

You may have received Annual Enrollment information last fall by another means, such as from your agency benefits coordinator. If you did take action to review and/or change your ParTNers for Health benefits in October 2022, and you’re satisfied with your benefits for 2023, you don’t need to take any further action at this time.

 

I want to change my benefits. What do I do?

If you wish to change any of your benefits selections for 2023, you must complete the 2023 enrollment form for the type of coverage you would like to add, change or cancel. You can find these forms at https://www.tn.gov/partnersforhealth/publications/forms.html.

·       On the Enrollment Change Application -  please mark “other “ for the reason in Part 1.  In the box labeled  Notes to BA please add “special enrollment- AE”.

You must submit the form(s) by:

·       Emailing your form(s) to benefits.administration@tn.gov

OR

·       Uploading your form(s) by clicking the “Submit a Request” link on this website: https://benefitssupport.tn.gov/hc/en-us.

·       If applying for voluntary term life insurance or an increase in voluntary term life insurance, use the Voluntary Term Life Service Request form and email your completed form to Securian Financial at StateofTennessee@Securian.com or fax to 615.665.4827. Additional forms may be required by Securian Financial to start the medical insurability process.  

Changes for medical, dental and vision coverage will be retroactive to January 1, 2023. You will be responsible for paying differences in premiums for January and February, in addition to the rest of the year. If you are canceling coverage or removing dependents, you will be responsible for any claims paid for 2023. The effective date for basic term life and accidental death and dismemberment insurance and voluntary AD&D will be March 1, 2023. The effective date for voluntary term life will be the first of a month after medical insurability approval is received from Securian.
We must receive your request by Feb. 28, 2023.

 

Flexible Benefits

State employees who wish to enroll in flexible benefits should complete the Medical, Dependent Care and Limited Purpose form and return it to Benefits Administration at benefits.administration@tn.gov. State employees may change their HSA contribution at any time during the year by using Edison Employee Self Service: Navigator > HCM > Self Service > Benefits > HSA Contribution Change.

Higher education employees who wish to enroll in flexible benefits should contact their agency benefits coordinator to complete an enrollment form specific to your institution. Higher education employees who wish to make changes to their 2023 HSA contribution should also contact their ABC.

As with other benefits, if you wish to enroll in flexible benefits, Benefits Administration must receive your request by Feb. 28, 2023. The pledge amount you select will be spread over the remaining pay periods for the year.

*This enrollment opportunity does not apply to disability insurance or the annual offer to increase guaranteed voluntary term life insurance by $5,000.

**Please note, if you participate in flexible spending accounts, most flexible spending accounts require you to enroll each year. Life insurance and accidental death and dismemberment insurance benefits did change for 2023 and you may wish to take action including enrolling or removing your dependents. You may apply for enrollment or an increase in the voluntary term life insurance program, which will begin the medical underwriting process with Securian Financial to determine your and/or your spouse’s insurability.
