Tennessee Highway Patrol Announces New Captain over Special Programs Unit

NASHVILLE – Tennessee Department of Safety and Homeland Security Commissioner Bill Gibbons and Tennessee Highway Patrol Colonel Tracy Trott today announced the promotion of Brandon C. Douglas to Captain over the Special Programs Unit.

Douglas previously served as Lieutenant over the Commercial Vehicle Enforcement (CVE) division. He is taking over the position previously filled by Tony Barham, who was recently promoted to Major and Executive Officer. 

“Brandon is very motivated. Under his leadership, we are now using technology to complete inspections electronically and upload them to the federal offices. He has made our Commercial Vehicle Enforcement division much more effective and efficient,” Colonel Trott said.

The THP’s Special Programs Unit consists of all administrative functions of Commercial Vehicle Enforcement, including Pupil and Daycare Transportation Safety, as well as Safety Education and Drug Abuse Resistance Education (D.A.R.E.) programs. As Captain, Douglas will also oversee the THP’s Special Programs administrative personnel, who are responsible for providing educational and training programs on a variety of public and traffic safety concerns to citizens across the state.  

Douglas started his career with the Department of Safety and Homeland Security in 1997 as a Commercial Vehicle Officer. He became a Tennessee State Trooper assigned to the Nashville district in 2004. In 2007, Douglas was promoted to Sergeant in the CVE division and, among other duties, served as liaison between the THP and the Federal Motor Carrier Safety Administration. Douglas was promoted to Lieutenant over the CVE division in 2013, overseeing the daily operations of the unit. In this role, Douglas evaluated and wrote specifications for new technology used by the THP.

Douglas is a graduate of Cheatham County Central High School and the Northwestern School of Police Staff and Command. He also served in the United States Air Force and attended the Air Force Community College.
