Steps to File a Complaint

TPUC REGULATED UTILITIES:

If your utility is regulated by TPUC, you will file a complaint through TPUC. Follow the steps to file a complaint below.

HOW TO FILE A COMPLAINT WITH TPUC:

All complaint forms, both print and online, can be found on the TPUC website under “File a Complaint”. Each form explains the e-filing process for online complaint forms. To specifically file a complaint regarding a regulated utility, use the TPUC Online Utility Complaint Form.

Contact the Tennessee Public Utility Commission at 615-741-2904, (800) 342-8359, or Contact.tpuc@tn.gov.

FOR OTHER UTILITIES:

The Utility Management Review Board (“UMRB”) is part of the Tennessee Comptroller’s Office. They support natural gas, water and wastewater public utility districts by ensuring that they are financially self-supporting. The Board addresses complaints by utility district customers related to fraud, attendance, or training. The Board also establishes the parameters for water accountability. If your utility is NOT regulated by TPUC, follow the steps to file a complaint below.

HOW TO FILE A COMPLAINT WITH THE COMPTROLLER’S OFFICE:

If you have an inquiry or complaint regarding your utility, you can complete the Utility Inquiry form on the Comptroller's website.  If you have pictures or documentation to attach to the inquiry, that is an option available to you through this process.

Contact Utility Boards in the Tennessee Comptroller's Office at 615-747-5260 or Utilities@cot.tn.gov.
