FY 2024 EPA Brownfields Funding Opportunities

The EPA Fiscal Year 2024 brownfields 104(k) grant submission period is closed. Typically EPA offers the 104(k) grants each fall. These grants may be used to address properties contaminated by petroleum and hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum). EPA offers grants to assess and cleanup brownfields, typically on a yearly basis. The grant guidelines are released approximately 60 days before the grant applications are due. The due date changes from year to year. More information on the 104(k) brownfields grants can be found at EPA’s website.

Who is eligible to apply for funding?

Eligibility for funding depends on the type of EPA 104(k) brownfields grant being applied for, but generally local governments, quasi-governmental agencies, non-profit organizations, and redevelopment agencies can be eligible. For a more comprehensive list, please visit EPA’s website.

Private parties are not eligible to apply for brownfields grants; however, private properties may be able to be assessed under an assessment grant.

What types of properties are eligible for brownfield grants?

For cleanup grants, the entity applying for the grant must own the property. For assessment grants, the entity applying for the grant does not have to own the property but must have site access.

A letter from the State environmental authority is required to be attached to all proposals for EPA 104(k) Brownfields Assessment Grants, Cleanup Grants, Multipurpose Grants, and Revolving Loan Fund Grant. If you would like to request a letter, please contact Paula Middlebrooks by email at Paula.Middlebrooks@tn.gov or by phone at (615) 532-0926. Please provide a reasonable amount of notice prior to the grant proposal deadline and include the following information in your request for a letter:
