State Group Insurance Program Eligibility for Participating Agencies

The information provided here is a snapshot of eligibility for Tennessee’s State Group Insurance Program by plan. For details, review the appropriate Eligibility and Enrollment Guide (links provided below).


State & Higher Education Plan

You are eligible if you are:

  • Regularly scheduled to work at least 30 hours per week
  • Deemed eligible by applicable federal law, state law or action of the State Insurance Committee

Local Education Plan

You are eligible if you are:

  • Defined as a teacher in Tenn. Code Ann. § 8-34-101, item (49)
  • An interim teacher whose salary is based on the local school system’s schedule
  • An employee not defined above but regularly scheduled to work at least 30 hours per week
  • A non-certified employee who has completed 12 months of employment with a participating local education agency that has filed a resolution with Benefits Administration, and you work a minimum of 25 hours per week. Examples of non-certified employees include bus drivers, cafeteria workers and support staff.
  • A school board member (health insurance only)
  • Deemed eligible by applicable federal law, state law or action of the Local Education Insurance Committee

Local Government Plan

You are eligible if you are:

  • Scheduled to work at least 30 hours per week in a non-seasonal, non-temporary position
  • A member of the chief legislative body of the county or municipal government (defined as only those elected officials who have the authority to pass local legislation)
  • A utility board members appointed or elected pursuant to Tenn. Code Ann. § 7-82-307, but only during your term of service
  • A county official as defined in Tenn. Code Ann. § 8-34-101, items (9) (A) and (B), regardless of whether the agency participates in the plan, pursuant to Tenn. Code Ann. § 8-27-704, item (a)
  • Deemed eligible by applicable federal law, state law or action of the Local Government Insurance Committee

If you enroll in health, vision or dental coverage, you may also enroll your dependents if they are:

  • Your legally married spouse
  • Your natural or adopted child under age 26, including a child placed with you for adoption
  • A stepchild under age 26
  • A person under age 26 for whom you are the legal guardian, custodian or conservator
  • Your natural or adopted child, your stepchild or your spouse’s stepchild over the age of 26 who is incapacitated (mentally or physically incapable of earning a living regardless of age and incapable of self-sustaining employment), provided the incapacity existed before the age of 26 and the child was already insured by a state-sponsored plan
