Adequate infrastructure is as essential to economic growth as economic growth is to individual prosperity. Recognizing this, the Tennessee General Assembly charged the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) with developing and maintaining an inventory of public infrastructure needs "in order for the state, municipal and county governments of Tennessee to develop goals, strategies and programs which would

• improve the quality of life of its citizens,
• support livable communities, and
• enhance and encourage the overall economic development of the state."

This project is the result of that charge. To date, ten reports have been released presenting key information from the inventory. Each report summarizes notable changes and provides estimated costs of needs reported by local officials. These costs are then analyzed statewide by type of need, by current stage of development, and by type of governmental entity responsible for the need.

Information about Tennessee’s public infrastructure needs is drawn from data reported by local officials, the Tennessee Department of Transportation, and the capital budget requests submitted by state agencies. Local officials also report the condition of their school buildings based on definitions of “excellent, good, fair and poor” provided by TACIR staff.

Each report on the inventory includes projects that are in the conceptual, planning and design, or construction phase at any time during the five-year period covered by the report. Projects may be started or completed outside that five-year window, and most will be funded with debt. For these reasons, the estimated costs do not represent revenue requirements for any particular year or five-year period.

Each year, TACIR works with the State’s nine development districts to gather and compile the information from state and local officials for Tennessee’s Public Infrastructure Needs Inventory. TACIR staff analyzes this data and prepares an annual report for the General Assembly.
