Technical Assistance Grant

Division of Solid Waste Management

Eligible Applicants:

The University of Tennessee County Technical Assistance Service (CTAS), the University of Tennessee Municipal Technical Advisory Service (MTAS), Development Districts, counties and solid waste regions, and the Department of Economic and Community Development (ECD) are all eligible to apply. Technical Assistance Grants reimburse grantees for technical assistance provided to regions as dictated in the Solid Waste Management Act of 1991 (the Act). Applicants should demonstrate how they will support and improve the regions’ solid waste management planning and implementation.

Eligible Projects:

Eligible application projects fall within two categories per T.C.A. § 68-211-822 and T.C.A. § 68-211-823, respectively, as follows:

  1. Available to all eligible applicants: Competitively rated applications to assist regions, counties, and municipalities as needed in the development of a new or updated Solid Waste Plan.
  2. Available to Development Districts: Project specific awards for development districts statewide, to assist with revising data, maintaining district needs assessments, and assisting counties within the district; and assisting counties or regions in development, revising, and maintaining regional plans required by T.C.A. § 68-211-814.

Funding and Matching Requirements

Funding for grants based on T.C.A. § 68-211-822 shall be awarded based on merit according to a technical and administrative evaluation of documentation submitted in the application and alignment with the goals of the State’s 2015-2025 Solid Waste and Materials Management Plan. No matching funds are required.

The State reserves the right to partially fund projects based on the application pool to attain objectives of this grant and meet the goals of the State’s 2015-2025 Solid Waste and Materials Management Plan. The applicant should clearly indicate key services or equipment for the project in their application.

Funding for grants based on T.C.A. § 68-211-823 shall be awarded based on technical and administrative evaluation of counties and region’s needs, and the districts population density based upon current data. District needs are evaluated based upon most recent Progress Report (APR). No matching funds are required.
