The Tennessee Department of Transportation (TDOT) intends to host a National Environmental Policy Act (NEPA)/ Design public meeting for the proposed SR-28 (US 127) improvements project, which begins at Little Road and ends at the improved four-lane section approximately three miles north of Grimsley in Fentress County, Tennessee. Additionally, this meeting will give notice of the Federal Highway Administration’s intent to file a Determination of Section 4(f) de minimis use related to minor project impacts associated with South Fentress Community Park. The public meeting will also provide the public the opportunity to review and comment on the proposed Section 4(f) de minimis determination.

The meeting is to be held on Thursday, February 15, 2018 from 5:00 PM to 7:00 PM at:

Attendees will have the opportunity to view the project displays followed by a presentation given at 5:15 PM.  Following the presentation, a question-and-answer session will be held and then an opportunity for attendees to view displays and speak with TDOT officials one-on-one.

An Environmental Assessment (EA) was approved for the proposed project in 2010. As identified in the approved EA, under Alternative A (Build Alternative), the typical section was to be widened from an existing two-lane facility to a four- or five-lane roadway. However, since the approval of the EA, the project has undergone several design modifications which led to a change in Alternative A’s (Build Alternative) typical section configuration. As currently proposed, the project would widen the existing roadway to a three-lane section consisting of two 12-foot travel lanes, a 12-foot center turn lane, passing lanes in various locations, eight-foot shoulders and roadside ditches. The total project length is approximately 8.6 miles.  Due to the design modifications and the expected level of environmental impact, TDOT is now developing a D-List Categorical Exclusion with termini from Little Road to the improved four-lane section approximately three miles north of Grimsley.
