Initial Application
Verify the following information prior to submitting an application.
- No person shall be eligible for registration as a Blaster or Limited Blaster who is not at least twenty-one (21) years of age. No person shall be eligible for registration as a Handler who is not at least eighteen (18) years of age.
- The applicant must understand, speak, and write the English language.
- For Blaster and Limited Blaster applicants, provide proof of having obtained one (1) year of previous practical experience under the supervision of a registered, experienced blaster by having the blaster fill out and sign a Blaster/Limited Blaster Experience Verification form. Alternately, provide the applicant’s blasting license from another state provided it has been possessed for at least one year prior to application in this state.
- Submit a copy of the applicant’s Tennessee handler’s registration if applicable.
- Visit the online licensing website, CORE, at www.core.tn.gov to complete an initial application.

Visit our website at core.tn.gov and select ‘Register a New Account’
- Click the box for ‘Use Email as Username’
- Click the box for ‘Enable Third Party Payments’
- Click ‘Yes’ to enable Email Communication.
- This is how you will receive some permits & licenses
Once you’ve successfully created an account, you will be given a temporary password. Write down or copy that password and ensure that there are no extra spaces if copied. Once you see the main page again (as pictured above), Log-in under ‘Returning User’ using your email and temporary password.

After logging in for the first time two things will happen:
- You will create a new password
- The system will ask if you’ve received a license before
- YOUR ANSWER WILL BE 'NO', then click ‘Next’ to continue

Scheduling Blaster or Limited Blaster exam
Testing information
- Testing through Morris & McDaniel. Please visit https://www.morrisandmcdaniel.com/ or call (888) 403-3577 to register for the exam and pay the required examination fee.
- If the test is failed once, it cannot be taken again until after 30 days from the date of the first test. If the test is failed twice, a new application and fee must be submitted before the test can be administered the third time.
- Morris & McDaniel will send the exam results to the Licensing Manager, however, an applicant may send exam results to SFMO.permits-licensing@tn.gov
