In April 2025, Ryan Hubbard was promoted to Chief Immigration Enforcement Officer for the Centralized Immigration Enforcement Division. He was commissioned as a Special Agent with the Tennessee Office of Homeland Security in March 2025.

Prior to his appointment, Hubbard had a distinguished 28-year career in federal immigration law enforcement, retiring in February 2025 as a Special Agent with Homeland Security Investigations, U.S. Department of Homeland Security, in Nashville, Tennessee.

In August 1996, Hubbard began his federal law enforcement career as a U.S. Border Patrol Agent in Casa Grande, Arizona, where he patrolled the U.S./Mexico border to prevent illegal entry, interdict smugglers, and ensure national security. In 1998, Hubbard was promoted to Special Agent with the U.S. Immigration and Naturalization Service (INS) in Memphis, Tennessee, where he conducted complex criminal investigations into violations of federal immigration law, including immigration benefit fraud, identity theft, alien smuggling, and sex trafficking. In 2003, Hubbard became an inaugural member of the newly created U.S. Department of Homeland Security when the INS was merged with the U.S. Customs Service to form a new agency, U.S. Immigration and Customs Enforcement. In 2009, Hubbard transferred to the Nashville, Tennessee office, and soon after, began a 10-year assignment as a Task Force Officer with the FBI Joint Terrorism Task Force, where he brought immigration expertise to international terrorism investigations.

Hubbard holds a Bachelor of Arts degree in Criminal Justice from Indiana University with minors in Psychology and Spanish.  Hubbard is a member of the Phi Beta Kappa national academic honor society.
